A recent Windows 10 update has been causing issues with many drawing applications like Clip Studio Paint and Photoshop. After zooming in on the canvas, the pen is only able to pan around the canvas and is unable to draw properly. This is a Windows Ink bug that must be fixed by Microsoft.
In the mean time, here are some suggested options that may solve the issue (Option 2 seems to be the best option):

2. Execute the following from an elevated command line, and all legacy Win32 applications will get the pen behavior from the Windows 10 Anniversary Update: “reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 1 /f”. 3. Delete Windows KB4093112 Update:
Go to Control Panel.
Click on Programs -> Under Programs & Features, click on View installed updates
Under Microsoft Windows, you should see Security Update for Microsoft Windows (KB4093112)
Click on the checkbox next to this update and click "Uninstall at the top of the list.
Reboot with system request.
